Allow skipping time periods when entering time sheets.

1. Employee enters timesheet.

2. Another timesheet is not required for billing for 1-2 months.

3. Employee has to go add blank timesheets because the date field is not editable.
Idea is to allow employees to skip time periods when entering time sheets if allowed in employee preferences.
This is not a critical item, wanted to capture idea.

    This happens fairly often if company has subcontractors.  There could be weeks or months between jobs, but they want their subcontractors to login like an employee and enter time.
