Allow rounding up billable time in Field Service

We have a client that wants to round up to the half hour when billing service time in Appointments. Add a "round up to" field in the Service Order Type setup screen to facilitate this. It would affect the service line Actual Qty to affect the billing qty. It would NOT affect the time that is sent to the employee time card.
