Improve licensing system to minimize number of renewal errors and unlicensed warnings that are displayed to customers.

We had some complaints about that problem. It's especially problematic when the customer is on a perpetual product. They paid for product, and shouldn't get the feeling they're on a subscription or need to pay.

    My comments: 

    There is no reason to show any such messages for anything except the SOP customers. For SaaS, we have the ability to kill site if customer stops paying, and for perpetual, there should not be any expiration at all. I'm fine having a mechanism that allows us to refresh license and manually block a site, but default behaviour in this case should not be to display warnings to customers.

Ideally,  one should be able to designate in the system somewhere who the IT admin is whom should get notification on system maintenance related activities and they should get an alert. Additionally, such message should only come up once as dialog box during login and that’s it.    For the IT admin, in advance of the expiration.  For others after the expiration, during a grace period.   after grace period, it should switch to eval mode (with a special message at dialog and ar bottom of screen)"
